To import any commercial cargo into the UAE, obtaining a Commercial Trade License is mandatory for compliance with local import/export regulations. Note that Professional or Service Licenses are generally not eligible for commercial import/export activities.

Bill of Lading (B/L) / Air Way Bill (AWB)
The Bill of Lading (B/L), issued by the carrier/shipping agency, is a legal document that serves as a receipt, contract of carriage, and title for sea freight. A Seaway Bill or telex-released B/L is acceptable for UAE clearance. The Air Waybill (AWB) serves as the receipt and contract for air freight. Both documents provide essential cargo movement information.
Mandatory Regulatory Registrations
After securing your Commercial Trade License, you must register your company with all relevant UAE regulatory authorities before commencing import activities. Completing these registrations prior to cargo arrival is crucial to prevent clearance delays.
Invoice, Packing List, & Certificate of Origin
The Invoice (from the seller, endorsed by shipper) is a commercial document detailing products, quantities, origin, and price. The Packing List provides a detailed inventory, including packaging type, weight, dimensions, and handling instructions.
